On the 17th, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) held the 61st meeting of the Housing and Residential Land Subcommittee of the Social Infrastructure Development Council to discuss the revision of the Basic Plan for Housing and Living.
At the beginning of the session, after explaining the summary of the Condominium Policy Subcommittee of the subcommittee announced by the Ministry of Land, Infrastructure, Transport and Tourism on the 12th, three committee members gave presentations: Yukiko Inoue, a professor at the Professional Graduate School of Japan University of Social Work, Tomoshi Okuda, president of the NPO Hugao, and Atsuko Horie, representative director of Sreel Co., Ltd. Mr. Inoue explained the mechanisms that support housing life from the perspectives of housing support and affordability, and Mr. Okuda proposed a "comprehensive housing support policy" to respond to the change in the assumption that "there is a family and home ownership." In addition, Mr. Horie pointed out the current situation and future issues on the theme of housing for dual-income households.
In response to these comments, other members of the committee expressed opinions such as "It is important to appeal to the young generation of singles who will be aging in the future that there is housing support" and "Affordable housing is required all over the country."
After that, the Ministry of Land, Infrastructure, Transport and Tourism explained the direction of future studies on "a system to support living in the age of 100-year life" based on the opinions of the subcommittee so far. It is necessary to consider from four perspectives: (1) the era of the 100-year lifespan, (2) safety net (loneliness, isolation, housing support), (3) affordability, and (4) the reduction in the number of people in charge (the role of local governments). It was decided that multifaceted studies should be conducted, such as the role that local governments should play and the use of real estate contractors.
In response to this, the attending committee members expressed opinions such as "It is necessary to have a perspective that supports the living lives of not only the elderly generation but also the younger generation" and "In the past, public housing had a role for young people to live in and save money for the purchase of housing.
The next meeting will be on March 26. Committee members will give presentations on housing, living environments, and markets in a stock society. We will meet once a month to discuss the interim draft plan around July~September. An interim report will be compiled by November, after which a new basic plan for housing and livelihood (national plan) will be discussed, with the aim of a Cabinet decision in March 2026.
